The ministry of Foreign Affairs of Ukraine there is a speaker to a new one. It's called Victoria's Raining, but it's not one of us. In fact, it was created by the intelligence and the artificial generation. The appearance and the voice, belonging to a person is for real. In practice, however, it is the first example of a “deepfake” of the government.

Victoria's Raining it was created by two non-governmental organizations: The Game Changers and Nazovni Tech. The digital will read the notices and press releases of the Ministry of Foreign Affairs (written by humans), and it will appear on the official web page of the website, and the pages on social. The image and the sound are the singer, and the influencueses Rosalie Nombre, which would give its input is free of charge.
As specified by the minister Dmytro Kuleba, the use of the IT generation has a need and the time of the war, in order to inform a constantly citizens. The name was chosen to indicate the purpose of the land, while the last name is the acronyms of “shtuchniy the intellect” (intelligence artificial language Ukrainian). In a video published on YouTube, it is a message of welcome (the English version was distributed to the X):
My name is symbolic of the purpose of our leading – sports of Ukraine. The surname is my understanding man who created it. My job will be to give the audience the information in a timely manner and to be verified by the Department to the Consulate of the Ministry of Foreign Affairs of Ukraine. I will give the journalists and the news about the work of the konsujve for the protection of the rights and interests of citizens, the Ukrainian foreign country, to respond to accidents or emergencies, and some of the others.
To prevent the spread of the news to be false, all the videos will be added to a code of EA, which leads to a version of the text of a press release on the website of the Ministry. If the code is not present, the video is a fake. The digital will not replace it for real. The previous one (By Nikolenko), was appointed Consul in Toronto. The ministry has already chosen who will be filling the position at the end of the contest.
